09/01/2019 - Report #698 - Victim: Jerry Lewis Jackson, Jr - Location: St. Clair County, IL

The St. Clair County Sheriff’s Department requested the assistance of the Major Case Squad after responding to a report of a male subject shot in the chest in the 100 block of Amelia, Cahokia at around 11:00pm.. Jerry Jackson was located inside a vehicle with multiple gunshot wounds. He was transported to the hospital where he died from his wounds. 08/22/2019 - Report #697 - Victim: Mahir Smajic - Location: Cahokia, IL

The Cahokia Police Department requested the assistance of the Major Case Squad in investigating the death of Konvonta Lowery. At approximately 10:08pm, officers responded to Ruby for a report of a vehicle that crashed into a house. A female passenger in the car said she had been shot. There they located Konvonta Lowery (age 21) who had been shot and was lying in the front yard of the residence. Konvonta was pronounced dead on scene. The female passenger was transported to the hospital with a non-life threatening gunshot wound. Anyone with information in this case is asked to call CrimeStoppers at 877-371-TIPS (8477).

01/14/2019 - Report #689 - Victim: Justice Devaun Johnson - Location: Overland, MO

The Overland Police Department requested the assistance of the Major Case Squad after Justice Johnson was found shot on Page Boulevard near the McDonald's at Page and Ashby. Investigators have identified 18 year-old Tabyus Mace as a person of interest. Tabyus lives in Kirkwood and is believed to still be in the area. 12/29/2018 - Report #684 - Victims: Kate Elizabeth Kasten, Zoe Jane Kasten, Jonathan Douglas Kasten and Jane Moeckel - Location: St. Charles, MO

The St. Charles Police Department requested the assistance of the Major Case Squad in investigating the deaths of Kate Kasten, Jonathan Kasten, Zoe Kasten, and Jane Moeckel. On 12-28-2018 at approximately 11:55pm, police responded to the 100 block of Whetstone for a report of an active shooting. When officers arrived on scene, they discovered Kate Kasten (age 39), Kate’s son Jonathan Kasten (age 10), Kate’s daughter Zoe Kasten (age 8) and Kate’s mother Jane Moeckel (age 61) inside the residence where they had all been shot. Kate Kasten was transported to the hospital where she died. All the rest of the victims were pronounced dead on scene.

When police attempted to conduct a traffic stop on the suspect, Richard Emery, he shot at police but missed them. He then unsuccessfully attempted to carjack a woman and stabbed her multiple times. The woman was critically injured but survived the attack. At around 7:30am, Richard was arrested when he was located inside a gas station restroom.

As a result of this investigation, Kate Kasten’s boyfriend, Richard Emery (age 46) was charged with the following:

  • Murder 1st Degree - 4 counts

  • Armed Criminal Action - 7 counts

  • Assault 1st Degree-Serious Physical Injury - 3 counts

  • Attempted Robbery 1st Degree - 1 count

Richard was held without bond.

The North County Police Cooperative requested the assistance of the Major Case Squad when they responded to a call of shots fired in the 4300 block of Peyton Lane.  Upon arrival, officers discovered My'Lenna Colvin, who had been fatally shot multiple times, inside a residence.  A cash reward up to $5,000 is being offered by CrimeStoppers for information that leads to the positive identification and arrest of the suspect responsible for this homicide.
