The Madison, IL Police Department requested the assistance of the Major Case Squad in investigating the death of Richard Howard. At approximately 8:52pm, police received a 911 call about a gunshot victim in the 1600 block of 3rd Street. Richard Howard (age 29) was located lying face down in the front yard with multiple gunshot wounds. He was pronounced dead on scene.
