The St. Clair County Sheriff’s Department requested the assistance of the Major Case Squad in investigating the death of Keith Carter. At approximately 2:45pm, deputies responded to the township rock pile, 1 mile east of Illinois Route 4 off Emerald Mound Road outside Lebanon, Illinois, for a report of a man down. Upon arrival they located Keith Carter (age 36). He was pronounced dead at the scene.
Detectives are attempting to identify and locate two possible witnesses that were with the victim in St. Louis, MO prior to his death on Friday January 16th. It is believed that one, or both, of these individuals could have information as to the actions or whereabouts of Keith Carter on Friday and Saturday.
