The Franklin County Sheriff’s Department requested the assistance of the Major Case Squad in investigating the death of Phylis Spurlin (age 31). At approximately 11:04pm, deputies responded to a road leading to the Sullivan City Landfill off Old Highway 66 a mile east of Sullivan, MO for a report of the body of a female being found at that location. There officers located Phylis Spurlin. She had been shot and was pronounced dead on scene.

As a result of this investigation, Joe Hegwood (age 38) was charged with Murder 1st Degree. He was arrested on a no-bond warrant.
