The Clayton Police Department requested the assistance of the Major Case Squad in investigating the death of Phillip Lucier (age 49). At approximately 1:15pm, police officers responded to the parking garage on the back side of the Pierre Laclede Building (7701 Forsyth Boulevard) for a report of an explosion with a man trapped in a car. There they located Phillip Lucier in the driver’s seat of his 1966 Cadillac. He had been killed by a bomb that was placed under his car below the driver’s seat.
