The Fairview Heights Police Department requested the assistance of the Major Case Squad in investigating the death of Jessica Williams. On 03-19-2012 at around 11am, police responded to the 1700 block of North 62nd Street, Washington Park. There they discovered the body of Jessica Williams (age 30). Jessica had been reported missing on 03-08-2012. It was determined Jessica had died at 20 Kassing Drive, Fairview Heights from a drug overdose.
As a result of this investigation, Deborah Perkins (age 64) and her son, Douglas Oliver II (age 45) were charged with Concealment of Homicidal Death and Conceal Death of a Person .
Deborah and Douglas were later charged in Federal court with Conspiracy to Distribute Heroin, Possession with Intent to Distribute Heroin, and Maintaining a Drug House.
