The Illinois State Police and East St. Louis Police Department requested the assistance of the Major Case Squad in investigating the death of Herma Carr. At approximately 11:10pm, East St. Loius police officers responded to the 600 block of North 71st Street for a report of a death. There they found Herma Carr (age 81) deceased inside her home. Her body had obvious injuries and she had died from strangulation.
